  2.    wallops <message>

  4. Description:
  5.    This command sends the given message to everyone on the network who has
  6.    user mode +w turned on.  If you are not an operator, you will probably
  7.    receive an error message when using this command.

  13.    This command is limited to irc operators.

  15. Other Notes:
  16.    The existence of this command is not guaranteed.  It is easily abused by
  17.    over-zealous operators, and some networks have it disabled completely.
  18.    It is yet another example of a good idea gone to waste due to abuse.
